Informing the Statewide Housing Plan

The Possibility Lab is contributing its data expertise to the 2026 update of the Statewide Housing Plan, a guiding document for HCD that is updated every four years. The Statewide Housing Plan lays out a vision to ensure every Californian has a safe, stable, and affordable home and describes progress and accomplishments since 2018. The Possibility Lab compiled datasets and developed graphs to provide supplementary data on housing and homelessness trends and demographics, utilizing information including published reports and U.S. census data. A team of MPP students at the Goldman School contributed to the project by conducting supplemental research on homeownership, including analyses of homeownership rates across demographic groups and data on first-time homebuyers. The Possibility Lab is grateful for its partnership with Macy Leung at HCD, Senior Housing Policy Development Specialist, who is leading the 2026 California Statewide Housing Plan and the 2026 update to the 10-Year Statewide Housing Data Strategy Plan update.
